Who We Are

Who We Are Founded in 2003 by U.S. Army veteran and federal-civilian information technology specialist Frank R. Taylor, The First Choice (TFC), LLC today supports a variety of customers from throughout government and private industry. With a background that, in addition to supporting DOD includes experience as some of the Nation’s largest IT companies, Mr. Taylor founded TFC to make a proposition to provide the expert knowledge, technical tools and solutions that customers deserve to improve performance, reduce costs and risks, while introducing enterprise efficiencies to enhance human health.

Today, TFC is an ISO-compliant, 8(a), veteran-owned company technology services provider dedicated to helping its customers solve problems in Healthcare delivery, homeland security, and telecommunications. We are a group of experienced, trained and highly-motivated IT professionals that bring a customer-focused approach to problem solving. We enjoy working side-by-side with our customers and business partners to provide solutions to some of today’s most pressing challenges.

TFC professionals combine a personal, old school work ethic with practical experience and state-of-the-art technology training, and proven business processes to help our customers meet their missions. Leadership

Leadership Frank R. Taylor
Founder

A United States Army veteran, company founder Frank R. Taylor has over 40 years of work experience in the information technology field for the U.S. Army, Navy, and fortune 100 integrators such as Northrop-Grumman, Affiliated Computer Services (ACS), and Computer Sciences Corporation (CSC). Today, Mr. Taylor serves TFC as (current title?), bringing his array of knowledge gained through years of supporting major IT systems implementations with a personalized, customer-oriented, small business approach.

Mr. Taylor’s career includes supporting the Help Desk operations at the Navy’s Bureau of Medicine and Surgery (BUMED) in Washington, D.C. where he performed hardware/software problem resolution and hardware installations. As a member of the U.S. Army, Mr. Taylor served as a Radar Repair Technician. After discharge, for 20 years he was employed by the Navy Oceanographic Office as an Electric Technician serving as the electronic technical support member on the Acoustic Division Survey Team where in this capacity he often traveled aboard ships and P-3 aircraft for extended periods at sea. Mr. Taylor later served 10 years as System Manager for the U.S. Naval Surface Warfare Center’s, Sensors and Electronic Division’s center computer facilities (DEC 750 & 780’s) and had the responsibility for the day-to-day operation of the system’s maintenance and users assistance support. He retired from federal service in (year?) and was hired as a help desk technician by various major federal contractors supporting the U.S. Air Force System Command and other major hardware support projects.

Frank Taylor
General Manager

Managing the day-to-day operations of TFC, Frank Taylor utilizes his more than two decades of experience developing and providing innovative IT and Telecommunication solutions to the commercial and government sectors. Mr. Taylor also provides oversight and direction for TFC’s various IT projects utilizing his exceptional project management and organizational skills. Throughout his career, Mr. Taylor has been recognized for leadership and motivational capabilities that motivate and organize people at all levels to achieve desired results.

Mr. Taylor is also TFC’s compliance officer and is schooled in ISO 9000 principles having been trained as a lead internal auditor for quality assurance. Mr. Taylor’s career includes several executive-level positions at small-to-mid-sized IT and consulting companies, including: ABBS, Inc.; the Kevric Company; Adia Information Technologies; and Sagex where he served as General Manager and Lead Internal Auditor prior to helping his father Frank R. Taylor form TFC in 2003.

A professional with a proven record of success as a problem solver in state-of-art technologies, Mr. Taylor received a Bachelor of Science degree in Information Systems Management from the University of Maryland-Baltimore County (UMBC) – one of the region’s leading technology institutions of higher learning.
